A general question, Is it possible for WMS To upscale a DVD video while transcoding for HDTV ?

Or is it already doing it if I choose Movies (Primary_1920x1080) profile?

Yes, the transcoding profile "Movies (Primary_1920x1080)" converts to frame size 1920x1080.

Quality will not be better, typically a media device make it (upscaling) better.

Is it possible for WMS, in the future to make it (picture quality) better while at the transcoding stage. I guess, I have enough CPU/memory/GPU power in my desktop which can be utilized. Again, not sure whether it is possible or not technically, just asking.

No, unfortunately, from 320x240 you can not do HD quality.
