What is the purpose of the transcoding folder?

It is not clear what is the purpose of transcoding folder? It seems to have functions as playing the podcasts directly. I am not able to really go across any minute as Eugene says. Is there any special setting in transcoding to enable going to any minute? I am able to rewind and fast forward with pretranscoded files. But with the transcoding folder, it is almost similar as going via the podcasts folder.

There are many other functions that are available in the folder Transcoding
