How to fit ?

Originally. VLC shows it as 4:3 -> horse heads (no black areas). When I change in the VLC aspect ratio to 16:9 than it is correct (no black areas)

how to fit internet stream described in attached file to 16:9 sony kdl40v5500. Top and bottom part is missing (picture is bigger than lcd screen)
