How to remove top and bottom black bar in video playback?

While using ipod, iphone and PS3, I see the famous black ribbon bar on both top and bottom of the screen. Is there anyway I can remove this bar and have the video displayed on the entire screen by using WMS transcoder settings?

Settings - Devices - choose a device - Settings - Transcoder - "Codecs, frame" - untick "Active padding color"
