If the device is replaced by the manufacturer's warranty, you can get a new activation code for free. If you buy a new device and it has a different Device Code, then you need to buy a new license.

The only way to avoid having to buy a new license is changed by warranty, but I understand that if it breaks out of warranty, I have to buy another license, right?
