what does that mean? I'm I missing some component? I can't seem to get the test transcoding to work like yours. Can you suggest a fix?

Ok, test transcoding works every time for me now.
But streaming on TV has problems. For some reason, 2 dump files are created simultaneously and sometimes TV prints an error
Note: folder was empty before I tried to stream.

If the transcoding speed (fps) is less than the frame rate, viewing is impossible. Dmp-files are created rtmpdump, the number correspond to the requests of the device, this can be checked in the debug log (Settings-Additional)
