vlc was upgraded from 1.0.5

until upgrade everything worked fine
WMS 1.04.7, VLC 1.1.1, CNN International - High Quality: http://cctv.ws/7/CNNint, no problem

I didn´t find the link VLC and the section Internet TV.

Since I found it hard also, I will try to explain ;)

"1. Link VLC" means you will have to check if VLC will play the link you want to add to WMS. To do this, you will have to download and install VLC player from http://www.videolan.org/vlc/. After installation, open VLC and go to menu Media -> Open Networkstream. Insert you link at "url" and click Play (since VLC will try to use the same language as your OS, Media/Networkstream/Play etc can be translated in your language). If VLC will play your link/stream, you can add it to WMS.

Start WMS, click Movies in the button bar at the top of the window. In the LEFT part of the window you will find Internet Television. Select Internet Television, then in the RIGHT right click to get the pull down menu, select "Add link". A new window opens, paste your URL in the field "Link/path" Give your link a name/description in the field Title. This is all you need, click OK and your stream will be added.

I did what you wrote and this steps:

I used the link http://cctv.ws/7/CNNint, and it plays at VLC.
But my TV (LG 42LE5500) didn´t play and show the mensage " Invalid File", at the moment i can watch in my TV the movies storage in my PC.
How can I check if in WMC is OK and the problem is my TV?

I added your link, and it works for me. The only thing is, I did NOT do steps 4 to 6....

I just added the link, dit not change anything in my transcoder profile (step 4) and did not choose any default profile at Settings - Transcoder - Internet Television - Transcoding profile field (I left it blank). When I add your link it plays, but very poorly. Maybe thye quality can be better when choosing a ytranscoding profile, I don't know.... Also it may depend on your device if it is necessary to choose a profile.

I did perform the transcoding test (step 5) and it gave no errors.

Maybe you could try to rollback the change you made at step 4, and just try if it plays?

.ws/7/CNNint) and when I try the transcoding test (the Internet-television profile) nothing happens, except launching a window containing following:
